2.Scope of cookie information:

This information applies to the Hungarian National Council of OECD and to the Hungarian National Contact Point, both operating within the Ministry of Finance, Hungary and to their websites: www.oecdntt.hu and www.oecdmnkp.hu.

3.The concept, purpose and characteristics of a cookie:

The site uses cookies for the proper functioning of the site and to identify users (i.e. to distinguish them) in order to provide user- personalized content. Cookies make browsing more convenient, including online data security needs.

Cookies are the means by which information is exchanged between a web server and a user’s browser. Cookies are text files made up of letters and numbers that, depending on the user’s consent, store information in the user’s browser to make the user experience even more efficient. These data files are not executable, do not contain spyware and viruses and do not have access to the contents of the user’s hard disks.

If cookies are enabled, the website will record information about the user’s visit. Most cookies do not contain personal information and cannot be used to identify users. Stored data is necessary for more convenient browsing and is stored without the risk of being accessed by unauthorized persons.

However, it should be emphasized, that the storage of cookies is only possible if it is absolutely necessary for the operation of the given website.

4.Types of cookies

The Ministry of Finance, Hungary uses the following cookies:

    • Strictly necessary/essential cookies

Essential cookies help the website’s usability by enabling basic features such as navigating on the site and accessing secure areas of it. Without these cookies, the website cannot function properly: the full webpage or some parts of it may not display correctly.

These cookies are valid only for the user’s current visit and they are automatically deleted from the user’s computer once the session/browser is closed.

    • Preferential cookies

Preferential cookies are designed to improve the user experience. They detect the means by which the user opened the website or, for example, they store the previously entered data requested to be stored by the user (e.g. automatic login, selected language, user changes made to text size and font etc.) These cookies do not track the user’s activity on other websites.

    • Cookies for statistical purposes

Cookies for statistical purposes provide information for the website’s proper development: through anonymous collection and reporting of data, statistical cookies help the website owner to understand how visitors interact with the website.

Based on the data of users, their sessions and browser settings, these cookies inform the website owner about general user data that cannot be linked directly to the users. This could be, for example, the browser from which the website is typically visited and the browser versions for which it should be optimized. In addition, these cookies can be used to collect information on which part of the website the user clicked on, how many pages were visited, how long each session was viewed, what were the possible error messages – all for the purpose of website and user experience development. The data collected in this way cannot identify the user and is aggregated and stored anonymously.

    • Marketing cookies

Currently, the site does not use cookies to display personalized ads; cookies that record visits to a particular webpage and certain subpages will be used exclusively in case of accepting and allowing the cookies in the pop-up window.

5.Checking your browser’s cookie settings and disabling cookies

Most browsers allow you to use cookies by default. If the user does not wish to do so or does not accept the use of these cookies, they can modify and disable them by setting their browser or their previous consent can be modified/revoked.

Settings are usually found in your browser’s ’Options’ or ’Settings’ menu. Please use your browser’s ’Help’ menu for making the appropriate settings as each browser is different. If the user disables all cookies in their browser, including necessary/essential cookies, they may not be able to access some or all parts of the website. Disabling or restricting cookies, does not mean that users are not served with ads, only that the ads and content that are displayed are not personalized, not tailored to the user’s needs and interests.

6.Privacy information

Legal basis for data processing in case of using cookies is Article 6 (e.) of GDPR regulation which says that processing is carried out in compliance with a legal obligation to which the controller is subject or where processing is necessary for the performance of a task carried out in the public interest or in the exercise of an official authority; and (a.) the data subject has given consent to the processing of their personal data for one or more specific purposes.

7.Duration of data management

Duration of data processing and storage is 2 years.

8.Exercising data subjects’ rights in relation to data processing

The data subject may make a notification regarding the processing of his/her personal data to the data protection officer of the data controller at the contact details given above. He/she also may submit a complaint to the Hungarian National Authority for Data Protection and Freedom of Information (address: H-1055 Budapest, Falk Miksa utca 9-11., postal address: 1530 Budapest, Pf.: 5, e-mail: ugyfelszolgalat@naih.hu), if he/she considers that processing his/her personal data violates the provisions of the GDPR regulation. The data subject may seek judicial remedy, if he/she considers that as a result of improper handling of personal data his/her rights have been violated under the GDPR regulation.
